Passports For Children
First Time Child Passport
Parents applying for a first-time U.S. passport for children born outside of the United States should refer FIRST to the Consular Report of Birth Abroad information site. Once the child’s nationality as a U.S. citizen has been established, please follow the below-listed procedures for obtaining a U.S. passport.
Child Passport Renewal
For children under 16 renewing a passport, the child and both parents (regardless of nationality) must be present to apply for the U.S. passport. The only exceptions to the two-parent rule are:
(1)when one parent has full custody, as evidenced by a certified court order;
(2) emergency travel when one parent cannot be physically present, in which case a notarized Form DS-3053 Statement of Consent must be brought from the absent parent indicating his/her agreement
Children aged 16 and over can sign their own application form and parental presence is not required.
Please bring the following items with you to our American Citizen Services office, open Sunday through Thursday, 12:30 PM to 3:00 PM:
- A completed DS-11 passport application form. For children under age 14, both parents must sign the form in the presence of the consular officer; if only one parent is present, s/he must bring a notarized Form DS-3053 Statement of Consent from the absent parent for issuance of the passport or evidence that the parent presenting the application has sole custody of the child
- Your child’s present passport;
- If under age 16, your child’s certified birth certificate, Consular Report of Birth Abroad, or Adoption Decree, showing the name of both parents;
- Each parent's or guardian's passport or other government-issued photo identification;
- Two identical photographs taken within the past 6 months (2x2 inches or 5x5 cm)Please read the Photo Requirements for U.S. Passports for more details
- Child passport fee: 315 AED ($60 issuance fee + $25 execution fee).
Minors are issued a U.S. passport with a five-year validity period.
Lost or stolen passport replacements:
For children under 16 reporting a lost or stolen passport, the child and both parents (regardless of nationality) must be present to apply for the U.S. passport. The only exceptions to the two-parent rule are:
(1) when one parent has full custody, as evidenced by a certified court order;
(2) emergency travel when one parent cannot be physically present, in which case a notarized Form DS-3053 Statement of Consent must be brought from the absent parent indicating his/her agreement
Children aged 16 and over can sign their own application form and parental presence is not required.
Applicants for a replacement passport are required to present:
- A completed Form DS-11: Application for a U.S. Passport or Registration
- A completed DS-64: Statement Regarding Lost Or Stolen Passport
- A U.A.E. police report with an English language translation
- Proof of identity: a photo ID, such as a U.S. or U.A.E driver’s license; a current passport from another country; older or expired IDs, such as student ID or previous licenses are useful if current ones are not available
- Proof of U.S. Citizenship: an original, sealed birth certificate with a filing number; a Consular Report of Birth Abroad; an old canceled U.S. Passport; or a Certificate of Naturalization,showing the name of both parents;
- Each parent's or guardian's passport or other government-issued photo identification;
- Two passport photographs taken within the last six months measuring 2" x 2", (Please read the Photo Requirements for U.S. Passports for more details)
- Child passport replacement fee: 303 AED ($60 issuance fee + $25 execution fee)
A passport issued to replace a lost or stolen passport may have its validity period limited to one year or less, depending upon the circumstances.
